Pending the adjustment of the whole question,

I have requested the Harbour Master not to grant the clearance permit to this ship, but he refused to do it, unless you issue special instructions to this affect. I respectfully request you to confirm to the Harbour Master the legality of my position, as representat- ive of the powerful Board of Directors of the Russian Volunteer Fleet, whose orders and instructions to be executed by all employees of the same Fleet.
